KAVI — Finland

In Finland, trained classifiers self-classify content under the supervision of KAVI (the National Audiovisual Institute). The resulting ratings are legally binding.

Rating tiers

S (sallittu — for all ages), 7, 12, 16, 18

Finland applies a companion rule: an accompanied child may watch content rated up to 3 years above their age — except 18, which is absolute.

What this means for ads and trailers

Binding self-classification means the party publishing the content carries legal responsibility for the rating being right. For high-volume short-form content, that makes a consistent, documented pre-check part of basic diligence.
